I am having the problem that is described here:

But after a ground up resinstall of CKEditor and CKFinder, I noticed that the permissions checkbox to allow users to upload files via ckfinder is not listed under admin/user/permission in the ckeditor module box like it should be.

To debug this, I copied and pasted the files from my live server to my local test server. Everything worked perfectly.

I'm sure I'm missing something simple here - does someone know why this is happening?

Normally after upload and setting CKFinder this permission should appear on permissions site.
Please try latest DEV version and check if this issue still occurs.
