Views module

(Drupal 6) access all views
(Drupal 7) bypass views access control

Permission to access/see all Views displays (pages, blocks, etc.), even if that display's Basic settings - Access settings would otherwise prevent access. This permission should only be given to fully trusted users. (Usually this permission should only be given to roles that also have the administer views permission.)

Permission to create, edit, and administer all views (http://example.com/admin/build/views). This permission should only be given to fully trusted users.
