Release notes

I finally got around to tagging the 2.x release as stable. The 2.x series is nearly a complete rewrite, and now uses block-style path-matching for determining excluded pages and also interfaces with the page cache in a different, cleaner, and faster way. Everyone should upgrade. :-)
