This project doesn't appear to be in use any more -- last commit is over 2 years ago and for Drupal 5.

I'm in the process of writing taxonomy API calls for another module and it would be sensible to put them in a common module so they can be reused elsewhere.

If the current maintainer isn't doing anything with this project, could I take it over please?

I would love to see this project taken over. I have not been able to keep up with maintenance, and it would be great to see things kept up to date.

Now that D7 has Taxonomy hooks, things might be a bit different, but I have not investigated enough to know.
