Move Modules to sites/all/modules from profiles/openpublic/modules

While according to documentation you can have all of the modules your install profile needs within the profiles directory, considering the size of the install and that many of the contrib modules being included are not actively maintained by the same group of people, I would like to suggest moving all modules to sites/all/modules. This makes it easier for downstream maintainers to know what modules are available and to remove the modules they do not want/need. It will also keep where modules are stored more organized.
