Would be useful to have a conditional action predicate that was the order total minus any discounts applied. Example use case would be so that free shipping could be offered, but only if subtotal after discounts was above X.

How did you come about doing this? I'm also looking for the same thing. There is no certain Action available on the latest version.

Try downloading the dev version, it should be there underneath the normal "Order Total" predicate.
