The problem is that drupal.org does not support full distribution downloads, other distributions suffer from the same problem, e.g.

http://drupal.org/project/commons

Yep, as described on the project page itself we cannot use the d.o. packaging system due to its limitations for now :(

Is this project dead? It installs with 7.0 but it looks like the front end is missing, at least it is compared to the page displayed on the demo site. Perhaps more relevant is that at least one security release has been issued since 7.0 so the site complains that it is not up to date now.

No, it's under active development. You can find the recent developments in the Git repository + we are a currently working on a new beta release, including the security release.
