suggesting a merge from U Create to Administer Users by Role

U Create OG module circumvents OG's 'group administrator' paradigm by using the same 'ucreate' permission. All users with 'ucreate' permission will be able to create users in any group to which they belong.

Hmm. U Create is specifically for subscribing users to Organic Groups, where as Administer Users by Role is more generic. I'm not sure I see how these would fit together.
