Maintain referential integrity of unitag table

I can't see this happening anywhere else so, in order to maintain the referential integrity of the unitag table, unitag should:

* handle the 'delete' op of the nodeapi hook to remove all unitag suggestions for a deleted node.
* implement hook_taxonomy and handle the 'delete' op for type 'vocabulary' and remove all unitag suggestions for a deleted vocabulary.
