I've been trying to toggle off the place holder blocks by unchecking: "Enable the debugging (placeholder) blocks for theme development & debugging." Each time I do so and save the configuration, it doesn't seem to stick. Both the administrator box and the enable debugging box remain checked.

What am I missing?

Please disregard. I'm using domain access and was attempting to make changes from the theme menu rather than through the domain access module.
