When removing the Twitter feed from home page > contexts, it is placed under System but there is no check box to re-add the block. You can always revert but that will obviously remove any other customization.
I'm fairly new to Drupal so if I'm missing something sorry about that!

Check the box near "City of Santa Clara feed" and the in the left column of that where you have you're regions, click the "add" button to the region you want it to be in.
That should do the trick.
