Required time fields will not validate if minutes are 00

Issue Summary

No matter what settings used and what values are selected, when the fields are marked required they will not validate.

After some searching I've found the code that causes this. I'll be submitting a patch soon.

Thanks I've committed the main fix from your patch. Regarding the confusion over #default_value and #value (noted in your patch), that problem has been fixed in #1150576: The "time" component should use a #process function for expanding itself.
