Release notes

- Sync css/navigation.css as 6.x-2.x-dev.
- Bugfix ul.links layout when comment/node are too short.
- #1083694: Loading order of custom.css: Loading order of custom.css.
- Update screenshots for Drupal.org display.
- Bugfix custom.css can't override ie*.css due to wrong append order.
