from the top menu i am trying to open Configuration settings Page. but white screesn displays.

Can you help me fixing this issue.

If you have a white screen of death it means that you should check the php error log to see what error is happening and provide this information in this issue, See http://drupal.org/node/158043. As a start try increasing the memory limit of php http://drupal.org/node/207036.

Please check if the bug is still happening in the latest Drupal 7 dev. beta-3 is an old version.
