Date formats in ISO-8601 format

system.module lets the administrator choose a date/time format for their Drupal site. I (and others) feel that dates and times on the internet should follow the ISO 8601 standard. This standard is indepentent of locales.

This patch adds ISO-8601 formatted date (for short and medium date format) to the head of the list of possible dates.
