My catch is, if a user is logged in, and has set a preference to one language, ip2locale should read locale from it's account. If not, it will fall to Cookies or ip2locale conversion.
Let me know what do you think.

Actually I made the changes on a beta release. But I will make time today to prepare the patch against DEV version.
