JS error when behavior runs on context unrelated to form builder

Spin-off of #1099794: Behavior should use context to make sure the interface is loaded before running. In that issue, we should clean up the behavior in general. In the meantime, here's a quick fix to one part of the fragile code, but it's possible there's others.
