Rather than having to manually adjust the weight settings to control the order of the workflow states it would be nice to
be able to drag and drop the workflow states to set the order with jQuery.

There is another ticket for this at #1367530: Draggable interface for Workflow state order I'm going to close this one out as a duplicate, and work will proceed on the other ticket. Thanks!
