When i put a hash symbol (#) in the path field it converts to %2523. How can i stop CB from converting path symbols.

PS does not work - at least as i implemented it [token_url]#[token_anchor].

Can you try the latest version (6.x-1.x-dev) and see if the problem persists? There was one commit since 6.x-1.5 that directly relates to this issue.
