default $allowed_vars and html links

Issue Summary

Hi!

First: The 'title' parameter is not work for me, the error is:
ignoring param 'title' for page as it is not valid.
So I edited the module, fixed the problem (add a default value for variable_get())

Second: My language (Hungary) is use accentuated letters, and if I using fckeditor, or something other javascript editor, its creating html tags. The l() function is eated it, so I added an new option for it. Its haven't any effect if you dont use accentuated letters. Please review it, its an possible security bug, but it is need for many language.

The patch are attached, its made for last dev package.
