Apply discount when you are adding new/editing product

I need a feature to let me to reference discount with products, like:

- When you add a new product you can select which discount applies to the created product
- If you need, you can add a new discount.
- Users can choose one or more discount in the product checkout

How do you think it is more easy to do, with this module or programming a custom module?
