David_Rothstein commentedI think the idea is that some people (especially if using FTP) will find it much easier to create a new file than to figure out how to copy default.settings.php. It is a different skill set.
But there is actually no need to copy-paste. If you find yourself in this situation, it's already the case (in Drupal 7) that if you create a blank settings.php file that's enough to proceed with the installation. So the copy-paste would just be for peace of mind.
Also, #418302: Copy default.settings.php to settings.php during install IFF webserver owns files (FTP on shared hosting) already made this procedure unnecessary for some users in D7, and #913796: Use authorize.inc to securely copy settings.php during the installer would remove it for even more users in D8. But that one is a harder patch and still won't work for all possible users, so we shouldn't close this issue just yet.
As far as I know, recent versions of Wordpress have this copy-paste option also, by the way. So it seems like everyone else is doing it :)
