"Hello administrator!..." message shouldn't be displayed when on theme's settings page

"Hello administrator! It looks like you've never set your theme settings before, check out out the theme settings page to learn about the options."

This is a nice message however it shouldn't be displayed when you are on the page this message wants to send you to (that is admin/build/themes/settings/sooper_tundra). ;)
