you need to dl job_scheduler too for it to work.

Sorry for the delayed response. AFAICT, job_scheduler and ctools are both dependencies of feeds. Since this feature depends on features, then it should be safe to assume that its dependencies are installed before this is available.
If this issue still presents a problem, please reopen it.
