Well it seems the thread opening permissions are disable hence the users can not start a new topic in the forum. How can I enable it as I am not able to find any option of it in Admin->settings. I am using 4.7.4 version of Drupal

Hi

Go Admin > Access Control

Create roles for your site for example moderator, subscribed limited user. Give them titles that distinguish their role.

Across the top of the content section there is three tabs, select Permissions.
Scroll down the page till you locate forum module.
Here you assign a role by placing a check in the box next to those roles you want to allow to perform the task.

administer forums
create forum topics
edit own forum topics

Next step is Admin > users
here you can assign the user to be a moderator, if need be, for access to additional services.
