1.0-rc3 release coordination [#1105824]

Since we now have a bunch of fixes, including critical ones and an API change, it seems reasonable to do yet another RC.

We have some blockers before we make this release, because the drupal.org problems are not yet fixed:

So i'm opening this issue instead of making the release, which should "simply" be:

cd hostmaster
git tag -a 6.x-1.0-rc3
git push --tags
cd ../provision
sh release.sh 6.x-1.0-rc3 6.x-1.0-rc2

We should review the release process while we're here.

I've done my usual batch review of the issue queue, so we're ready to release, but i may not have time to do so now.
