How does Garland create that top menu? Where in the theme folder is that written? I would like to know so that I can create my own custom menu.

This is not related to Garland. Primary links are edited by the menu editing screen (admin/build/menu). Other modules (e.g. nice menus ) may help to further customize the menus.
