Teaser won't display?

I can not for the life of me get any teaser to display properly on my site:

Underneath the Blog Feed! I want the promoted content to display a teaser with x characters. I can either get all of the content to display (which I do not want) or nothing will appear. I have gone into the content type > basic page> content display> teaser and nothing will work! I tried to create a new field and that did not work. I am really frustrated with this theme right now! Please help :-(
