that certainly seems very snippet-y to me - if there's a better place for it great, but otherwise, snippet section seems appropriate. it seems more theme oriented though - so perhaps the theme snippets section? http://drupal.org/node/45471

None of which seem to do exactly what this snippet does, so it's not a duplicate.
