cannot edit options in settings

I am not sure if this has been covered was a hard issue to search for help with. When I try to go to any page with settings that are collapsed I cannot expand them to make changes. I first thought this was only the ckeditor module but appears that the issue is happening on anything with a collapsible link. this happens in safari firefox IE and chrome during my testing.
