Issue Summary
At the top of the project page it says:
*** See #315100: Allow to add JS/CSS libraries (sets of files, settings, and dependent libraries) for the patch to put jQ in core! ***
Do I have to patch core to use this module? Also, this links to an issue thread with almost 300 posts. Could the instructions be a little more specific as to which patch to use?

The issue you mention is fixed for some time now Zach (at least a year). In the same issue, in post #289, Rob has put together a summary on how to use this in both D6 and D7. If these instructions were followed in this module's code, then I am pretty sure you don't need to patch core (just make sure you use latest version of course). No matter what though, you can first try without the patch and if that seems to not work for you, then apply the patch (if applicable) and try again after ;)
