No check for FTP functionality

There is currently no check for FTP functionality in PHP. Any error message is even suppressed using the @ PHP language construct. This simply produces a white screen of dead without notifiying the user about this fact. Would be nice if backup_migrate is checking for existence of ftp_connect() before using it.
