Enhance notification emails: Add user email, email research links, other useful information to list of substitution variables [#111202]

I'd like to know the user account email address, signature line on new and changed user accounts

I propose adding %user_email and %user_signature to the current list of substitution variables.

%user_signature has potential to cause problems (needs filtering) so we'll put that off until later (not very important, anyway)
