OER courses ask for permission rebuilds throughout the form

When creating on OER course you will keep getting a message asking you to repair permissions. There is no error and it goes away after finishing the last step (with permissions set correctly) but it shouldn't show up after each step. This popped up shortly before release and I wanted to add it to the known issues list.
