I'm not sure if this is what you're talking about, but users who are logged in can change which theme they are currently using. In order to do this, you go to the "Admin ->Themes" page and make sure that any themes you would like the users to be able to view have a checkmark next to them. Then, the user can go to their profile and select which them they'd like to use.
