For example, when I click the back button, not only does it take a very long time to go back. But, it starts at the top of the page, instead of taking me back where I left off.
On most sites, even very slow sites, if I hit the back button, I am taken back immediately, because the page is cached. Also I am usually taken back to the part of the site where I left off.

The site can be slow at times. This is known, and has been addressed in other similiar topics. There was huge growth on drupal.org over the past year. Hardware doesn't come cheap and Drupal is free, so it takes time to fund a hardware upgrade. Drupal.org maintainers are aware of this situation and doing what they can to scale the hardware. Unless you have a server laying around somewhere that you would like to donate ?
However, in IE7 when I hit the back button (regardless of speed) I am returned to exactly where i left the page. Provided I don't touch the mouse scroll during transition.

If your browser (IE7) is reloading pages upon hitting "back" rather than loading them from cache, it must be a IE7 issue, not a problem with drupal.org. Running Opera 9.02 under Debian Sarge Linux, I see no such page reloading upon using the "back" or "forward" buttons.
Also, my Internet connection is done over a cell telephone line and is extremely slow (max 25,000 baud) - about half the baud rate of regular telephone line dialup. Using this connection I find that drupal.org loads fast compared to most sites.

I suppose I should have mentioned that I was using firefox 1.5.x. I wonder if it would be any different in firefox 2.x?

On your system, only you would know for sure. I don't recall back button issues in FF 1.5.x. I bounce back and forth between IE7 and FF2 on a regular basis these days.
