Why I can not change the themes
I enable it on the all themes
and gave the acces to all users and stillI get errors

If you have caching enabled, anonymous users won't be able to change themes. You have to disable caching if you want anonymous users to do this.

I disabled caching and still it does not work, sometimes it does but usually not.
For example if I change to blue marine I can not change to anyother theme at all
I chehcked few times and still does not work
Is the reason that the site is placed in subdirectory?

karens commentedNot enough info to do anything. This module works fine for hundreds of users so it is likely something specific in your setup.
1) Make sure caching is turned off if you want anonymous users to see it.
2) Test it with only default themes in case you have a contrib theme that is breaking it.
3) Test it with only core modules in case you have a contrib module that is breaking it.
