Not sure if this is a more widespread problem, but certain links do not work on the panels admin page. See screen shot, in other cases I am unable to click any of th edit clicks.

Same problem here w/ panels-6.x-3.9, ctools-6.x-1.8 in Safari and Firefox w/ custom theme built from Basic Theme. Screenshot might not be that helpful since page looks fine except links are not clickable, hoverable, etc. Switching themes to Garland makes the problem go away.
