Add UR elaborations permissions

As discussed with Berdir in IRC, we need to add some permissions for the UR Elaborations sub-module. Just like our other new permissions, we'd probably do these on a per relationship type basis. At minimum, it seems, we would need one for "Creating" and one for "Viewing". Thoughts?
