Spin-off from #789812: Add ability to block profane content

Full backport of profanity checking from D7 to D6, based on latest and greatest code in D7.

Attached patch is considered complete (manual visual diff), should pass all tests, and actually be RTBC already.

I reviewed the code and committed it to 6.x-1.x.

I didn't run the tests. We should run the tests, and consider doing a new release.

We should also follow-up with the person that requested the backport.

Since git, the testbot works for D6 again. Nevertheless, I also ran all tests manually.

I'll follow up with the requester once the new dev snapshot has been packaged.
