Exclude roles from agreement.

There may be situations where it is helpful to exclude certain roles from having to accept the agreement.

For example, given the 'authenticated' and 'administrator' user roles, one way wish to have the agreement apply to all authenticated users, but not administrators.

Will be adding a 'skip agreement' permission.
