The refactor in http://drupal.org/node/967594 introduced a bug. If there are no terms to populate the primary term field, normally because a user does not have permission for any of the vocabularies (via primary_term_vocabulary_access), the form field should be hidden. It is not. Attached patch fixes this problem.
