Currently only regions that have a block present are available when using the inline editor. Context is able to make all regions available, but it is turn off. It would be nice is there was a way to tell context to make all regions available. There is a universal way by setting a variable, but it would also be nice if it could be controlled only when the inline editor is being used.

I will post a patch that makes this available by setting a context variable.
