I am getting error on running cron.php

Looking at the code, that makes absolutely no sense. Do you have a copy of includes/cron.inc in your project_issue folder?

Could it be a file/user permission related?

I have just hit the same issue, includes/cron.inc is in project_issue folder and file permission are correct.
