Allow users to set website preferences

It would make the website more scalable for users wanting to host many websites if there were some preferences available that set which checks were to be ignored / checked by default on all sites added to droptor.com

Also, it would be good for advanced users to be able to hide the download links on the module reports (users with many sites are likely to use drush - and also to find the screen space much more valuable.)
