Rate Markup per Service Type

First off, thank you SO VERY MUCH for all the work with FedEx integration. Without this we would be screwed.

My feature request: I am wondering if we can control the Rate Markup on a per-Service basis.

The problem we have is that Ground and Home Delivery web quotes are coming in too high and International quotes are coming in too low. So we keep the Markup % relatively small so we don't rip off the majority of our customers (majority use Ground or Home Deliv) but we are loosing out each time someone places an international sale over the website.

If there was a way to add an extra % for just the international services that we offer then that would be perfect!

For instance, we just received a web order that charged the customer international economy at $37.60, but when we type the order into our FedEx Ship Manager, the recommended rate here is $53.06. So we just lost $15 on the order. Yes we have a markup % on our local Ship Manager software, but if we increase the Markup on Ubercart then all the Ground/Home Delivery web quotes are ridiculously too high!

It just doesn't make any sense and I've already spoke to our FedEx rep and verified all our scale and meter numbers are all accurate. It just seems that the easiest and most robust fix to this would be to have Markups per service, then we could REALLY dial it all in.
