When using the admin interface to re-sort the categories on a User edit account display, the custom ordering will flip the position of "Submit" and "Delete", making "Delete" the default action on the form. Sorting should only affect the categories, not the submission buttons.

Patch to only only add weighting value to elements that have a weighting value defined. This will preserve existing order of default elements like the submit buttons.
