I believe this might be related to positioning the Checkbox on node form (see #1091492: Hit or miss location of Exclude Title Checkbox). I will find time to find a more reliable way to put it on the layout.

The Location Module added Vertical Tabs support for their 7.x branch.

Here is the git entry

Actually it's related to form element #weight property.
