Recreate by the following
- Enable the styles, styles UI, and file styles modules
- Leave the media module uninstalled
- Navigate to admin/config/media/file-styles/edit/medium

You'll get the white screen of death. Enable the media module and it works perfectly. So either media module should be listed as a dependency or there is something else amiss.

Let me know if anyone else can recreate. This is on a fresh, local development version of drupal 7 with nothing but the bare minimum enabled.
