Why is there no longer an official release? I'm on 2.x-beta2. What is the road for upgrade? Beta3 than DEV? Why has the beta versions removed and why is there know official 3.x release?

I can certainly make a beta out of the 3.x branch if that makes you more comfortable. Given all the big changes still going on in terms of UI and functionality, I'm still unsure about releasing a stable version...

A stable beta release would be great. Otherwise add the previous stable beta back, please. I have no clue if this DEV. Makes headaches or not, but an supported upgrade path my main concern here

Well, the module provides/provides dev-dev updates, this is the main reason that although we know have l10n_server as the base module holding the schema, the updates are all still in l10n_community, which owned the schema before. So if you don't yet have l10n_server when you update, you still get all the updates proper.

I found that localize.drupal.org don't include DEV version projects
